Information About the Crash
On July 31, MLive reported that a man was left in serious condition after a hit and run crash that happened in the early morning hours of July 29. The August 18, 2025 City Administrator’s report did not mention this crash.
AAPD released the UD-10 report and full incident report to CIAA in August, 2025. The UD-10 report describes that a person apparently fell from his wheelchair into the road and was subsequently hit by a car, suffering serious injuries. The driver of the car left the scene.

The full incident report includes more details about the search for the hit-and-run perpetrator and about the scene near the crash. No cameras captured usable video evidence of the scene. When interviewed in the hospital, the victim did not recount any additional details.
This crash was evaluated by the City’s Crash Review Team. The team’s summary was presented to the Transportation Commission during the September 17, 2025 meeting, and the documentation is attached to the meeting agenda.

The reports on this incident don’t explain why this wheelchair user was out of his wheelchair and in the roadway. But it’s important for policy makers (and everyone, really) to recognize that situations like this happen, and whether they are caused by a miscalculation, a mistake, a medical event, or bad luck is not really important. Any number of circumstances can combine to result in a person being in the wrong place at the wrong time. This is why systemic improvements that create a safe transportation system are so important. Slower vehicle traffic, for example, gives drivers more time to see and react to unusual and dangerous situations like this one. Calmer traffic will protect people who are behaving within the bounds of normal expectations, like those crossing or riding in streets. It will also protect those who, for whatever reason, find themselves outside normal expectations.
