Hill and Oxford Pedestrian Crash (November, 2024)

Information About the Crash

The December, 2024 City Administrator’s report included details of a car/pedestrian crash at the intersection Hill and Oxford that resulted in a serious injury.  The crash occurred at 1:01 AM and was the first of two serious injury crashes involving pedestrians that happened on November 1, 2024.  The other crash was at Packard and Brookwood at 11:34 PM.  

AAPD released the UD-10 report to CIAA in February, 2025.  The UD-10  narrative describes a pedestrian crossing from south to north in the crosswalk and being struck by a vehicle on Hill.  The pedestrian was thrown onto the windshield and then onto the roadway.  The driver stated that he did not see the pedestrian.  The crash was witnessed by the AAPD officer who wrote the report.

Elsewhere in the UD-10 report, the vehicle direction is listed as westbound.  Based on that vehicle direction, and assuming that the diagram is otherwise correct, the compass rose should be shown with the “N” pointing to the left of the page, not the top, as in the excerpt below.

CIAA visited the site of the crash on December 20, 2024 and collected the following images.  The intersection has stop signs for both directions of Oxford traffic, but not for either direction of Hill traffic.  The intersection is lit by a streetlight.

Recommendation

This intersection should be evaluated for a 4-way stop. A similar intersection on Catherine was changed to an all-way stop after a 2023 crash that seriously injured a crossing pedestrian.
