Information About the Crash
The December, 2025 Ann Arbor City Administrator’s Report included a line item about a bicycle crash at Fifth and Packard on November 7. The bike rider sustained a serious injury. The report also noted the cyclist as being the “at-fault party” and that their movement at the time of the crash was “Avoiding Object.”

AAPD released the UD-10 crash report for this incident in response to a CIAA FOIA request. The report includes additional details which are noted in the narrative and diagram.

The narrative describes a cyclist crashing into a bus while trying to avoid patches in the asphalt surface of the road. The narrative also mentions that footage of the crash was captured by the cameras onboard the AAATA bus. Note that the cyclist is described ambiguously as “veering right”, but since the cyclist was riding on the right side of the bus, veering to the right (from the perspective of the cyclist or the bus driver) would have meant veering away from the bus, not into it.
AAATA produced the camera footage in response to a FOIA request. The video footage does not clearly show the crash but it does confirm that the bus was on the left side of the vehicle lane and that the crash occurred on the right side of the bus.
CIAA visited the site of the crash on March 1 and collected images, including the picture below which shows the pavement in the area of the crash to be in poor condition. The Ann Arbor Pavement Condition Dashboard confirms that this segment of Packard is in poor condition, with a rating of 3 out of 10.

Recommendations:
Fix the damn roads
The cost of roads that are in poor condition is often expressed in delay to motorists due to closures/detours or the expense of vehicle repairs due to extra wear and tear. In this case, the poor condition of this pavement resulted in the real human cost of serious injury for this bike rider.
Packard is currently being resurfaced by a city project.
